A BILL
For the relief of Major Ralph Edwards.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. COMPUTATION OF RETIRED PAY FOR MAJOR RALPH EDWARDS.
(a) In General.--For purposes of computing the retired pay of Major
Ralph Edwards (262-60-7147), United States Air Force, retired, under
chapter 871 of title 10, United States Code, Major Ralph Edwards shall
be considered to have held the grade of lieutenant colonel on the date
of his retirement.
(b) Applicability.--This section shall apply to retired pay payable
for any month beginning more than 30 days after the date of the
enactment of this Act.
SEC. 2. LUMP-SUM PAYMENT.
(a) In General.--The Secretary of the Treasury shall pay to Major
Ralph Edwards, out of any money in the Treasury not otherwise
appropriated, an amount equal to the difference between--
(1) the total amount of retired pay that Major Ralph
Edwards would have received under chapter 867 of title 10,
United States Code, if section 1 applied to the period
beginning on the date of his retirement and ending on the last
day of the month that precedes the first month to which section
1 applies; and
(2) the total amount of retired pay that Major Ralph
Edwards received under such chapter for the period described in
paragraph (1).
(b) Limitation of Agents and Attorneys Fees.--It shall be unlawful
for an amount that exceeds 10 percent of the amount described in
subsection (a) to be paid to or received by any agent or attorney for
any service rendered in connection with the benefits provided by this
Act. Any person who violates this subsection shall be guilty of an
infraction and shall be subject to a fine in the amount provided in
title 18, United States Code.
