  Mr. Forbes introduced the following bill; which was referred to the

                                 A BILL


 
            For the relief of the estate of Gail E. Dobert.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PAYMENT.

    (a) Payment Authorized.--The Secretary of the Treasury shall make a 
lump sum payment to the estate of Gail E. Dobert (social security 
account number 082-52-7101).
    (b) Amount of Payment.--The payment authorized by subsection (a)--
            (1) shall be equal to twice the gross annual pay of Ms. 
        Dobert at the time of her death;
            (2) shall be payable out of amounts in the Treasury not 
        otherwise appropriated;
            (3) shall not be subject to income taxes; and
            (4) shall be in full satisfaction of all claims against the 
        United States in connection with the death of Ms. Dobert.

SEC. 2. LIMITATION ON AGENT AND ATTORNEY FEES.

    Not more than a total of 10 percent of the payment authorized by 
section 1 shall be paid to or received by any agent or attorney for 
services rendered in connection with obtaining such payment, any 
contract to the contrary notwithstanding. Any person who violates this 
section shall be fined not more than $1,000.
