 Mr. Kennedy of Massachusetts introduced the following bill; which was

                   For the relief of Frank J. Notrem.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PAYMENT.

    The Secretary of the Treasury shall make a lump sum payment, out of 
amounts in the Treasury not otherwise appropriated, of $8,242.40 to 
Frank J. Notrem (social security account number 021-09-2186).

SEC. 2. LIMITATION ON AGENT AND ATTORNEY FEES.

    Not more than a total of 10 percent of the payment authorized by 
section 1 shall be paid to or received by any agent or attorney for 
services rendered in connection with obtaining such payment, any 
contract to the contrary notwithstanding. Any person who violates this 
section shall be fined not more than $1,000.
