                                 A BILL


 
 To prohibit any head of a Federal agency from providing assistance to 
the Wuhan Institute of Virology and other laboratories in certain other 
                            foreign nations.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Stop Adversarial Funding 
Expenditures for Laboratories Act'' or the ``SAFE Laboratories Act''.

SEC. 2. PROHIBITION ON ASSISTANCE TO WUHAN INSTITUTE OF VIROLOGY AND 
              OTHER FOREIGN LABORATORIES.

    No head of a Federal agency may provide assistance, directly or 
indirectly, to the Wuhan Institute of Virology, or any other laboratory 
located in a country determined by the Secretary of State to be a 
foreign adversary, including China, Russia, North Korea, and Iran.
