Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Train Noise and Vibrations Reduction Act of 2023''. SEC. 2. RECOMMENDATIONS TO REDUCE TRAIN NOISE AND VIBRATIONS NEAR HOMES. (a) In General.--Not later than 1 year after the date of the enactment of this Act, the Secretary of Transportation shall develop and submit to Congress a report containing-- (1) recommendations to reduce train noise and vibrations near homes; and (2) estimates of the costs and benefits of each such recommendation. (b) Contents.--The report required under subsection (a) shall, at a minimum, include such recommendations regarding-- (1) modifications to trains and tracks; (2) modifications to train and track maintenance procedures; (3) speed limits for trains; (4) mitigation measures between tracks and homes; (5) the distance required between tracks and homes; (6) limits on the number of trains; (7) limits on the number of cars on trains; (8) limits on hours of operations; (9) building noise insulation; and (10) modifications to soil conditions. <all>
