To require the President to personally sign any pardon or reprieve, and 
                          for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Signature Integrity for Granting 
National Pardons Act'' or the ``SIGN Pardons Act''.

SEC. 2. PRESIDENTIAL SIGNATURE REQUIRED FOR PARDONS.

    The President shall personally sign any pardon or reprieve that the 
President grants pursuant to Article II, Section 2, Clause 1 of the 
Constitution of the United States.
