  Mr. HELMS. Mr. President, for the Committee on Foreign Relations, I 
also report favorably three nomination lists in the Foreign Service 
which were printed in full in the Congressional Record of January 11, 
1995, and ask unanimous consent, to save the expense of reprinting on
