                            VOTE EXPLANATION

  Mr. VAN HOLLEN. Mr. President, this morning I attended the funeral of 
former Maryland Congresswoman Beverly Byron, an extraordinary public 
servant who represented the people of western Maryland and expanded the 
rights of women in the military as the first woman to chair a 
subcommittee on the Armed Services Committee and author of the Byron 
amendment that allowed women to fly combat missions. She was a mentor 
and friend, and I was grateful to pay my respects to her this morning 
among her many friends and family.
  Due to this conflict, I missed rollcall vote No. 90, confirmation of 
the nomination of Daniel Driscoll to be Secretary of the Army. Had I 
been present, I would have voted no.
  Due to this conflict, I also missed rollcall vote No. 91, the motion 
to proceed to S.J. Res. 11, a joint resolution providing for 
congressional disapproval under chapter 8 of title 5, United States 
Code, of the rule submitted by the Bureau of Ocean Energy Management 
relating to ``Protection of Marine Archaeological Resources.'' Had I 
been present, I would have voted no.
