  Mr. THUNE. Madam President, I send a cloture motion to the desk.

       We, the undersigned Senators, in accordance with the 
     provisions of rule XXII of the Standing Rules of the Senate,

     be Ambassador Extraordinary and Plenipotentiary of the United 
     States of America to the Republic of Panama.
