                           376, THE ORBIT ACT

    Mr. Linder, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 432]

    The Committee on Rules, having had under consideration 
House Resolution 432, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                summary of provisions of the resolution

    The resolution provides for the consideration of the 
Conference Report to accompany S. 376, the ORBIT Act. The rule 
waives all points of order against the conference report and 
against its consideration.
    The waiver of all points of order includes a waiver of 
clause 9 of Rule XXII (violating the scope of the conference) 
because the conference report includes provisions not committed 
to the conference committee by either chamber. A waiver of 
clause 7(d) of Rule XXII (concerning the sufficiency of the 
joint explanatory statement accompanying a conference report) 
is also needed because the joint explanatory statement may not 
contain sufficient detailes as required by rules of the House.
