Res. 474] The Committee on Rules, having had under consideration House Resolution 474, by a nonrecord vote, report the same to the House with the recommendation that the resolution be adopted. summary of provisions of resolution The resolution waives all points of order against the conference report to accompany House Concurrent Resolution 290, the concurrent resolution on the budget for fiscal year 2001, and against its consideration. The rule provides that the conference report shall be considered as read. The rule further provides one hour of debate on the conference report, equally divided and controlled by the chairman and ranking minority member of the Committee on the Budget. The blanket waiver includes a waiver of clause 4(a) of Rule XIII (requiring a three-day layover of the committee report). The conference report was filed on Wednesday, April 12, and is scheduled for consideration on the floor as early as Thursday, April 13. The blanket waiver also includes a waiver of clause 9 of Rule XXII (violating the scope of the conference) because the conference report contains provisions which were not contained in either the House or Senate versions of the concurrent resolution.
