      PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 4664) MAKING 
 APPROPRIATIONS FOR FINANCIAL SERVICES AND GENERAL GOVERNMENT FOR THE 
     FISCAL YEAR ENDING SEPTEMBER 30, 2024, AND FOR OTHER PURPOSES

                       [To accompany H. Res. 847]

    The Committee on Rules, having had under consideration 
House Resolution 847, by a record vote of 9 to 3, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 4664, the 
Financial Services and General Government Appropriations Act, 
2024, under a structured rule. The resolution waives all points 
of order against consideration of the bill. The resolution 
provides one hour of general debate equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Appropriations or their respective designees. The 
resolution provides that the amendment printed in part A of the 
Rules Committee report shall be considered as adopted and the 
bill, as amended, shall be considered as read. The resolution 
waives all points of order against provisions in the bill, as 
amended. The resolution makes in order only those amendments 
printed in part B of the Rules Committee report, amendments en 
bloc described in section 3, and pro forma amendments described 
in section 4. Each amendment shall be considered only in the 
order printed in the report, may be offered only by a Member 
designated in the report, shall be considered as read, shall be 
debatable for the time specified in the report equally divided 
and controlled by the proponent and an opponent, shall not be 
subject to amendment except as provided by section 4 of the 
resolution, and shall not be subject to a demand for division 
of the question. All points of order against the amendments 
printed in part B of the Rules Committee report or amendments 
en bloc described in section 3 of the resolution are waived. 
The resolution provides that the chair of the Committee on 
Appropriations or her designee may offer amendments en bloc 
consisting of amendments printed in part B of the Rules 
Committee report not earlier disposed of. Amendments en bloc 
shall be considered as read, shall be debatable for 20 minutes 
equally divided and controlled by the chair and ranking 
minority member of the Committee on Appropriations or their 
respective designees, shall not be subject to amendment except 
as provided by section 4 of the resolution, and shall not be 
subject to a demand for division of the question. The 
resolution provides that the chair and ranking minority member 
of the Committee on Appropriations or their respective 
designees may offer up to 10 pro forma amendments each at any 
point for the purpose of debate. The resolution provides one 
motion to recommit.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against consideration of 
H.R. 4664 includes:
    --Section 306 of the Congressional Budget Act, which 
prohibits consideration of legislation within the jurisdiction 
of the Committee on the Budget unless referred to or reported 
by the Budget Committee.
    The waiver of all points of order against provisions in 
H.R. 4664, as amended, includes:
    --Clause 2 of rule XXI, which prohibits unauthorized 
appropriations or legislative provisions in an appropriations 
bill.
    --Clause 5(a) of rule XXI, which prohibits a bill or joint 
resolution carrying a tax or tariff measure from being reported 
by a committee not having jurisdiction to report tax or tariff 
measures.
    --Section 3(aa) of H. Res. 5, which prohibits an 
unauthorized appropriation in an appropriations bill in excess 
of the most recent enacted level.
    Although the resolution waives all points of order against 
the amendments printed in part B of the Rules Committee report 
or amendments en bloc described in section 3 of the resolution, 
the Committee is not aware of any points of order. The waiver 
is prophylactic in nature.

    1. Molinaro (NY): Increases and decreases the Department of 
the Treasury to encourage the Department to continue to improve 
its Financial Literacy for Students Initiative and to 
consciously target rural areas. (10 minutes)
    2. Molinaro (NY): Increases and decreases the Committee on 
Foreign Investment in the United States (CFIUS) to encourage 
the Committee to evaluate the rising threat of farmland owned 
by adversarial nations. (10 minutes)
    3. Gottheimer (NJ): Increases funding by $3 million for the 
Treasury's Office of Terrorism and Financial Intelligence to 
support efforts to counter criminal and terrorist groups 
through the acquisition of improved blockchain analysis tools, 
training on cryptocurrency and cryptocurrency-related 
investigations, and investigative support to reduce crimes 
involving ransomware attacks or exploiting the use of 
cryptocurrency. The offset of $3 million is from the GSA Real

Treasury Department to deploy a finance attache to work out of 
the US Embassy in Jerusalem. (10 minutes)
    5. Gottheimer (NJ), Garbarino (NY): Increases funding by 
$37 million, for the Treasury's Office of Terrorism and 
Financial Intelligence to support efforts to implement 
sanctions on Iran, Hamas, Hezbollah, Russia, China, North Korea 
and other terrorist groups. The offset of $37 million is from 
the GSA Real Property Activities Federal Buildings Funds. (10

    6. Schweikert (AZ): Increases and decreases funding for the 
Treasury Inspector General for Tax Administration by $1 million 
to provide a report to Congress on the Internal Revenue 
Service's use of artificial intelligence in compliance efforts 
and in investigating complex tax evasion cases through 
information on the no-change rate of cases selected, dollar 
amounts recovered through this technology, human controls on 
the technology's decision-making ability and processes, and 
privacy controls of taxpayer data. (10 minutes)
    7. Beatty (OH): Increases and decreases funding for the 
Financial Crimes Enforcement Network (FinCEN) to highlight the 
importance of the office to protect our financial system from 
illicit activity, combat money laundering, and promote national 
security. (10 minutes)
    8. Scott, David (GA): Increases and decreases support 
efforts to assist financial institutions and entities in 
identifying, recognizing, detecting, curtailing, and preventing 
suspicious activities in relation to funding streams that could 
benefit Hamas. (10 minutes)
    9. Grothman (WI): Eliminates funding for the Department of 
Treasury's Community Development Financial Institutions Fund.

    10. Waters (CA): Increases and decreases funding for the 
Community Development Financial Institutions (CDFI) Fund. (10

    11. Schweikert (AZ): Increases and decreases funding by $1 
million to instruct the Postal Service IG to provide Congress 
with the operating expenses and annual revenue for each post 
office location for the last five years in addition to a 
financial analysis of postal service locations owned by the 
USPS, the location's current market value, its operating costs, 
and estimates on the revenue raised through leasing or selling 
of USPS-owned locations. (10 minutes)
    12. Bice (OK): Increases and decreases funding for the 
Internal Revenue Service by $5,000 with the intent to direct 
the Commissioner to provide Congress with the quantity and 
types(s) of: weapons, weapons systems, ammunition, explosive 
devices, armored vehicles, drones/UAVs, and chemical weapons 
such as tear gas and calming agents in their possession. (10 
minutes)
    13. Schweikert (AZ): Increases and decreases funding for 
the Internal Revenue Service's Taxpayer Service by $1 million 
to provide an update to Congress on the agency's use of 
artificial intelligence and chatbot technology at the taxpayer 
and customer service level and to detail plans to expand the 
use of chatbot technology to include providing taxpayers with 
tools, information, and assistance needed to comply with tax 
filing obligations with the goal of reducing delays in email or 
text response and telephone wait times further, decreasing the 
complexity of the tax code, and improving taxpayer resolution 
and satisfaction. (10 minutes)
    14. Hudson (NC): Increases and decreases the Taxpayer 
Advocate Services Account by $5 million to highlight the 
importance of timely taxpayer advocate services. (10 minutes)
    15. Harshbarger (TN): Strikes all funding for firearms and 
ammunition for the IRS. (10 minutes)
    16. Davidson (OH), Houchin (IN): Ensures no funds may be 
used by the Department of the Treasury to design or develop a 
Central Bank Digital Currency, or establish a United States 
Central Bank Digital Currency as legal tender. (10 minutes)
    17. Ramirez (IL): Increases and decreases funding to the 
Office of National Drug Control Policy's High Intensity Drug 
Trafficking Area Programs by $27,200,000. (10 minutes)
    18. Perry (PA): Reduces CFPB funding to $0. (10 minutes)
    19. Ramirez (IL): Increases and decreases funding for the 
Consumer Financial Protection Bureau by $635,000,000. (10

Deluzio (PA): Increases and decreases the Election Assistance 
Commission to highlight the importance of protecting election

    23. Molinaro (NY): Increases and decreases the Federal 
Trade Commission to encourage the agency to collaborate with 
the FCC, DOJ, and Department of Treasury to pursue and deter 
fraud and scams targeted towards seniors. (10 minutes)
    24. Perry (PA): Reduces the amount for Salaries and 
Expenses of the FTC to FY19 levels. (10 minutes)
    25. Neguse (CO): Increases and decreases funding that the 
Commission may retain from fees collected for premerger 
notification filings under the Hart-Scott-Rodino Antitrust

    26. Brecheen (OK), De La Cruz (TX): Reduces funding for the 
General Services Administration's (GSA) Real Property 
Activities to FY19 spending levels. (10 minutes)
    27. Burlison (MO), Luna (FL), Burchett (TN): Increases and 
decreases funding for the Office of Personnel Management by 
$20,000 to provide for the renewal of a security clearance for 
Unidentified Aerial Phenomena (UAP) whistleblower David Grusch.

funding level of Salaries and Expenses at the Securities and 
Exchange Commission (SEC) with the intent to direct the

    29. Lucas (OK), Scott, David (GA): Decreases and increases 
funding for the Securities and Exchange Commission by 
$1,000,000,000 to underscore the importance that the Securities 
and Exchange Commission refrain from moving forward with 
requirements that are inconsistent with existing regulatory 
frameworks enforced by the Commodity Futures Trading Commission 
or the federal banking agencies. (10 minutes)
    30. Schweikert (AZ): Increases and decreases funding for 
the Small Business Administration's Office of the Inspector 
General by $1 million to provide Congress a report on the 
estimated fiscal impact of selling off delinquent loans within 
the COVID-19 portfolio to third parties and a cost-benefit 
analysis of not pursuing aggressive loan recollection efforts 
to recoup the estimated $33.4 billion in either past due, 
delinquent, in liquidation or charged off EIDL loans. (10

    31. Buck (CO): Increases and Decreases the Postal Service 
Fund by $500,000 to highlight the need to resolve an ongoing 
ZIP code issue in Lone Tree, Colorado. (10 minutes)
    32. Buck (CO), Steil (WI), Kiley (CA): Increases and 
Decreases the Postal Service Fund by $5,000,000 to highlight 
the need for a single unique ZIP code for each of the following 
communities: Castle Pines, Colorado, Eastvale, California, 
Somers, Wisconsin, Mount Pleasant, Wisconsin, and Caledonia, 
Wisconsin. (10 minutes)
    33. Castro (TX): Increases and decreases funding in the 
Postal Service Fund to be used for repairing and replacing 
clusterbox units for certain neighborhoods. (10 minutes)
    34. Gottheimer (NJ): Increases and decreases funding for 
the U.S. Postal Inspection Service to hire more Postal Police 
Officers with the intent of holding mail fraudsters 
accountable. (10 minutes)
    35. Neguse (CO): Increases and decreases funding for the 
U.S. Postal Service Fund by $10 million to highlight the need 
for additional workforce recruitment and retention efforts in 
mountain communities where the cost of living is a barrier. (10

    36. Neguse (CO), Buck (CO): Increases and decreases the 
USPS Postal Service Fund by $5 million to highlight the need 
for reliable, consistent mail delivery in rural and mountain

    37. Barr (KY): Ensures none of the funds appropriated or 
otherwise made available by this Act may be made available to 
implement or enforce General License No. 8H, issued by the 
Office of Foreign Assets Control on October 25, 2023. (10

    38. Barr (KY): Ensures none of the funds made available by 
this Act may be used to implement, administer, or enforce 
Executive Order 14008 titled ``Tackling the Climate Crisis at 
Home and Abroad'' (January 27, 2021) or any rule or regulation

    39. Bean (FL), Stauber (MN), Alford (MO), Williams (TX), 
Luetkemeyer (MO), Ellzey (TX): Prohibits the SBA from 
implementing the CA SBLC program. (10 minutes)
    40. Boebert (CO): Prohibits the use of funds made available 
by this Act to be used to provide financial assistance to 
Sanctuary Cities. (10 minutes)
    41. Boebert (CO): Prohibits performance awards or bonuses 
for senior executive service employees at the Internal Revenue 
Service (IRS). (10 minutes)
    42. Burchett (TN), Norman (SC): Reduces salary of SEC 
chairman Gary Gensler to $1. (10 minutes)
    43. Cammack (FL): Prohibits funds from being used to 
finalize any rule or regulation that has resulted in or is 
likely to result in an annual effect on the economy of $100 
million or more. (10 minutes)
    44. Collins (GA): Prohibits funding for the Executive 
Office of the Vice President. (10 minutes)
    45. Davidson (OH): Ensures no funds are used to support an 
increase in the weight of the Chinese renminbi in the Special 
Drawing Rights basket of the International Monetary Fund. (10 
minutes)
    46. Emmer (MN): Ensures none of the funds made available by 
this Act may be used by the Securities and Exchange Commission 
to carry out an enforcement action related to a crypto asset 
transaction. (10 minutes)
    47. Fischbach (MN): Prohibits funds from being used to 
regulate or require farmers disclose scope 3 emissions. (10 
minutes)
    48. Fitzgerald (WI): Repeals the subpoena authority of 
Treasury's Federal Insurance Office and the Office of Financial 
Research. (10 minutes)
    49. Fitzgerald (WI): Prohibits funding the FTC to issue 
Unfair Competition rulemakings. (10 minutes)
    50. Fitzgerald (WI): Prohibits funding for the FTC to 
enforce Sec. 5 of the FTC Act in a manner that is inconsistent 
with the Sherman Act and the Clayton Act. (10 minutes)
    51. Fitzgerald (WI): Prohibits funding for the FTC's 
suspension of early termination to premerger notification 
filings. (10 minutes)
    52. Foxx (NC): Prohibits implementation of the April 6, 
2023 proposed revisions to OMB Circular A-4 to minimize 
projected costs and maximize projected benefits of new 
regulations. (10 minutes)
    53. Fry (SC): Prohibits funding for the Treasury 
Department's Climate Hub. (10 minutes)
    54. Gaetz (FL): Prohibits funds from being used for the 
acquisition of property for a new Federal Bureau of 
Investigation headquarters. (10 minutes)
    55. Good (VA): Prohibits funds in the bill from being used 
to implement COVID-19 vaccine mandates. (10 minutes)
    56. Gooden (TX): Prohibits the White House from failing to 
disclose visitor access records or ``visitor logs.'' (10 
minutes)
    57. Graves (LA): Prohibits the use of funds to promulgate 
new major rules if OMB determines that the regulation is likely 
to result in a significant impact on the economy, a major 
increase in prices for consumers, or adverse effects on 
American global competition. (10 minutes)
    58. Greene (GA): Reduces the salary of Danny Werfel, 
Commissioner of the Internal Revenue Service, to $1. (10 
minutes)
    59. Greene (GA): Prohibits funding for the White House 
Office of Domestic Climate Policy. (10 minutes)
    60. Grothman (WI): Eliminates funding for the SBA's 
contracting preference program for ``socially and economically 
disadvantaged individuals.'' (10 minutes)
    61. Hageman (WY): Prevents funds for the Office of 
Diversity, Equity, Inclusion, and Accessibility at the Office 
of Personnel Management. (10 minutes)
    62. Hageman (WY): Prohibits funds from being made available 
to the SEC to approve a rule change proposed by the New York 
Stock Exchange LLC to adopt listing standards for Natural Asset 
Companies (NACs). (10 minutes)
    63. Harshbarger (TN): Prohibits funding for the White House 
Gender Policy Council. (10 minutes)
    64. Hill (AR), Luetkemeyer (MO): Prohibits funding from 
being used to support the allocation of IMF reserve assets 
(Special Drawing Rights) to Iran. (10 minutes)
    65. Huizenga (MI), Nunn (IA): Prohibits funds to be made 
available to authorize U.S. financial institutions whose 
property and interests in property are blocked pursuant to 
Executive Order 13902 other than a transaction for the sale of 
agricultural commodities, food, medicine, or medical devices.

    66. Jayapal (WA): Prohibits the sale or transfer of the 
Seattle Archives. Protects and ensures access to generations of 
Tribal artifacts and history for Alaska, Idaho, Oregon and

    67. Kim (CA), Green, Al (TX): Prohibits the use of funds 
made available by this Act to oppose a proposal to admit Taiwan 
to the International Monetary Fund. (10 minutes)
    68. Luetkemeyer (MO), Hill (AR): Prohibits support for an 
increase in the People's Republic of China's shareholding at 
the International Monetary Fund. (10 minutes)
    69. McClain (MI): Extends the Holman Rule to Neera Tanden,

(TX), Ellzey (TX), Stauber (MN): Prohibits the SBA from using 
the new affiliation and lending criteria for the 7(a) lending

emphasize it should be the policy of the USPS to provide 
mailbox delivery to those who wish to receive it, rather than
