Commodore Barry Bridge Delaware River Access/Phase H-A Final Report,-to ,Department of Environmental Resources Division of Coastal Zone Management Contract # CZI: C5C August 1987 Prepared by Division of City'Planning City of Chester, PA Project Location This boating and fishing facility is located in the County of Delaware, City of Chester abutting the Commodore Barry Bridge (US 322) and fronting on the Delaware River. The site is four acres in size and is bounded by Delaware Avenue on the north; the Barry Bridge on the east; the Delaware River on the south and the bpd of Reaney Street on the west. The site is essentially level although sloping slightly toward the river. it is protected by an 8' high fence on the north and east sides and is bounded on the west by a small stream with dense vegetation-including numerous trees. The surrounding neighborhood as well as the area of the City east and west is a mix of heavy and light industry, commercial and residential uses. The area in general is often described as an industrial waterfront corridor. This site is under a 25 year lease by the City from the Delaware River Port Authority which.is a bi-state organization*(Pennsylvania and New Jersey). 2. Background of the Project This site has been identified as a Geographic Area of Particular Concern within the Delaware Estuary Coastal Zone as included in the state's adopted Coastal Zone Management Program. The City received design funding through the Coastal Zone Management Program in 1981 and the plans and specifications were completed that year by the PA Fish Commission. Due to construction funding limitations this approximately $500,000 project has been broken down into construction phases. The first phase was funded in 1982 by the PA Department of Community Affairs through the Coastal Energy Impact Program and the Land and Water Conservation Fund in the total amount of $262,000. Construction included: 1) the paving of an access road (Delaware Avenue), 2) a 400' driveway from Delaware Avenue to the river, 3) a 76 space parking lot for cars and boat trailers, 4) three 40' tall light standards, 5) entrance fencing and gate, 6) storm water drainage, 7) a pair of 100' long pre-cast concrete boat ramps separated by a 65' long permanent pier from which a combination pedestrian ramp and floating dock extends, 8) shoreline rip-rap, 9) concrete benches and 10) wooden fence posts. Construction was begun in 1983 and completed in 1984. 3. Scope of Work Under Present Contract The second phase of construction was funded in 1986 by the Department of Environmental Resources, the Department of Community Affairs and the City totaling $160,000. This construction was begun and completed in 1987 and included: 1) fishing platform area created by the installation of new sheet pile in an area which was partially bulkheaded which was then backfilled and asphalt paved, 2) five concrete benches near the Scope of-Work (continued) river's edge within the fishing platform area, 3) a pipe railing around the fishing platform area, 4) the asphalt paving of the existing Phase I parking lot (previously crushed stone), 5) line painting of the 76 space parking lot, 6) planting of 15 trees and 7) installation of permanent sign. 4. By a determination that the plan is adrquate ,to meet those requirements, neither the Conserv-ation District nor th County ,,es any responsibility for-the hupleinentation of the plan or the proper construction and operation of the facilities contained in the plan. The Conservation District wtuld like to stxess the importance of this plan being understood by all the contractors involved in earthpoving on this site. A copy of this plan is re- quired by law to be available on site at all tines. If a soil erosion problem develops you are advised to contact the Conseqxvation District for assistance.
