The Review Board determined that it needed to take immediate action to withdraw from Presidential consideration its recommendations regarding the release of certain Federal Bureau of Investigation documents. The Review Board determined that discussion of and voting on the issue could not be delayed for seven days in order to give the public seven days notice of the meeting pursuant to the Government in the Sunshine Act. Thus, pursuant to 5 U.S.C. 552b(e)(1), a majority of the members of the Review Board voted by recorded vote to hold an emergency meeting on August 30, 1995. The Review Board is issuing this notice of the meeting at the earliest practicable time--on the same day that the Review Board is meeting-- pursuant to the requirements of the Government in the Sunshine Act.
