This draft RIS clarifies reporting requirements related to analyses of emergency core cooling system performance and how these reporting requirements apply to applicants for and holders of nuclear power reactor operating licenses, construction permits, combined licenses, standard design approvals, and manufacturing licenses, and applicants for standard design certifications. II. Background The NRC is issuing this draft RIS to clarify the reporting requirements under part 50.46 of Title 10 of the Code of Federal Regulations (10 CFR), ``Acceptance Criteria for Emergency [[Page 44161]] Core Cooling Systems for Light-Water Nuclear Power Reactors.'' Specifically, 10 CFR 50.46(a)(3) requires licensees to report to the NRC each change to or error discovered in an acceptable emergency core cooling system (ECCS) evaluation model, or in its application, and its estimated effect on the limiting ECCS analysis. The NRC issues a RIS to communicate with stakeholders on a broad range of matters. This may include communicating and clarifying NRC technical or policy positions on regulatory matters that have not been communicated to or are not broadly understood by the nuclear industry. Proposed Action The NRC is requesting public comments on the draft RIS. The NRC staff will make a final determination regarding issuance of the RIS after it considers any public comments received in response to this request.
