Multilateral Organizations: U.S. Contributions to International
Organizations for Fiscal Year 1993-96 (Letter Report, 05/01/97,
GAO/NSIAD-97-42).
Persuant to a congressional request, GAO provided information on total
U.S. contributions, exclusive of peacekeeping contributions, to
international organizations and programs from fiscal years (FY) 1993 to
1995, focusing on: (1) which U.S. agencies expended these funds; and (2)
how much each agency spent in those years.
GAO noted that: (1) for FY 1993 to 1995, the United States contributed
approximately $6.3 billion to 127 international organizations and
programs, around $2 billion each year; (2) this amount includes about
$2.7 billion in assessed and about $3.6 billion in voluntary
contributions; (3) the Department of State expended the largest amount
of these funds, about $5.2 billion, with the U.S. Agency for
International Development spending the second largest total, $1.1
billion; and (4) other agencies that spent large amounts of funds
included the Department of Health and Human Services, the Department of
Commerce, and the Department of Agriculture.

Dear Mr. Chairman:
As you requested, we have tabulated total U.S. contributions to
international organizations and programs (that is, intergovernmental
bodies having three or more members) from fiscal year 1993 to 1995,
exclusive of peacekeeping contributions. We also identified which
U.S. agencies expended these funds and how much each agency spent in
those years.
Your request resulted from your concern about the lack of clarity
regarding how much the U.S. government was providing in total to
international organizations and programs and which agencies were
providing these funds.
BACKGROUND
------------------------------------------------------------ Letter :1
U.S. contributions to international organizations and programs are
classified as either "assessed" or "voluntary." Assessed
contributions are considered obligations that member states agree to
pay when joining an international organization. Voluntary
contributions are often made by various U.S. government agencies to
support a specific program or activity conducted by an international
organization. In some instances, organizations receive both assessed
and voluntary contributions from the United States. According to the
Department of State, the multilateral institutions to which the
United States contributes and in which it participates generally help
ensure that U.S. interests are fairly and equitably considered in
international forums. They also help guarantee that the United
States has access to vital public health, transportation safety, and
other information.
RESULTS IN BRIEF

For fiscal years 1993 to 1995, the United States contributed
approximately $6.3 billion to 130 international organizations and
programs--around $2 billion each year. As shown in table 1, this
amount includes about $2.7 billion in assessed and about $3.6 billion
in voluntary contributions.

The Department of State expended the largest amount of these funds
(about $5.2 billion), with the U.S. Agency for International
Development (USAID) spending the second largest total ($1.1 billion).
Other agencies that spent large amounts of funds included the
Department of Health and Human Services (HHS), the Department of
Commerce, and the Department of Agriculture (USDA).
For fiscal years 1993-95, appendix I provides details on the
international organizations and programs that received U.S. assessed
contributions. Appendix II provides details of the recipients
receiving U.S. voluntary contributions. Appendix III details the
recipients of both U.S. voluntary and assessed contributions.
Appendix IV specifies the amounts of contributions paid by U.S.
federal agencies and departments.

ASSESSED CONTRIBUTIONS

Of the approximately $6.3 billion in assessed and voluntary
contributions in fiscal years 1993-95, about $2.7 billion, or 42
percent, came from funds appropriated by Congress specifically for
assessed contributions to
68 international organizations and programs; this amount was paid by
the Department of State. As table 1 indicates, during the period
assessed contributions decreased 3.4 percent, from $913 million to
$882 million. As shown in appendix I, about 98.4 percent of U.S.
assessed contributions were paid to 20 recipient organizations or
programs (see table I.1). The remaining 48 other organizations and
programs received about 1.6 percent of U.S. assessed contributions.
Assessed contributions declined for 18 international organizations
and programs from fiscal year 1993 to 1995. The most noteworthy
decrease in payments of assessed contributions was assumed by the
U.N. Food and Agriculture Organization (FAO). FAO received $19.6
million less in fiscal year 1995 than it did in fiscal year 1993, a
decrease of nearly
20 percent. During the same period, payments of assessed
contributions to the United Nations decreased $54 million, or 17.3
percent. Lower payments of assessed contributions to these two
organizations accounted for 96 percent of the decreases in funds from
U.S. assessed contributions during fiscal years 1993 and 1995.
According to the Department of State, this decline occurred because
in fiscal year 1993, the United States made substantial arrears
payments to both organizations in addition to the annual assessed
contributions, whereas in fiscal year 1995, similar arrears were not
paid.
On the other hand, payments of assessed contributions to the North
Atlantic Treaty Organization (NATO) increased nearly 40 percent, or
$10.7 million, between fiscal year 1993 and 1995. The Organization
for Economic Cooperation and Development (OECD) saw its funds
increased by 17.5 percent, or $8.9 million, from assessed
contributions in those same fiscal years.
VOLUNTARY CONTRIBUTIONS

As shown in table 1, about $3.6 billion, or 58 percent, of the
approximately $6.3 billion in total contributions was paid through
voluntary contributions to international organizations and programs
in fiscal years 1993-95. During that period, voluntary contributions
increased from about $1.19 billion to about $1.21 billion, or 2.4
percent. As shown in appendix II, 20 international organizations and
programs received on average 95 percent of the U.S. voluntary
contributions between fiscal year 1993 and 1995
(see table II.7).
The most noteworthy decrease in payments of U.S. voluntary
contributions was to the International Organization for Migration,
which received about $68.7 million less in fiscal year 1995 than it
did in fiscal year 1993, a decrease of 86.86 percent. On the other
hand, the United Nations Population Fund (UNFPA) received a
141.38-percent increase, or $20 million, in U.S. voluntary
contributions during those same years
(see table II.7).\1

Prior to 1993, these conditions had rendered UNFPA ineligible for
U.S. funds because of UNFPA's support for the Chinese government's
family planning program.
U.S. AGENCIES' FUNDING OF
INTERNATIONAL ORGANIZATIONS AND
PROGRAMS

Of the total amount paid for these fiscal years, about $5.2 billion
was from State's appropriations ($2.7 billion in assessed and $2.5
billion in voluntary contributions). Other voluntary contributions
included about $1.09 billion from USAID, about $8.8 million from HHS,
about $3.6 million from the Department of Commerce, and about $3.7
million from USDA. Ten other federal agencies and departments paid
about $13.2 million in voluntary contributions.
Contributions supporting U.S. participation in international
organizations and programs are administered primarily by the
Department of State or USAID. All assessed contributions are paid by
the State Department; however, voluntary contributions may be paid by
State and other executive agencies. For example, U.S. assessed
contributions paid to FAO come from State, with voluntary
contributions funded by USAID and USDA.

The Departments of State and Interior and USAID provided written
comments on a draft of this report. The other agencies covered in
this report provided specific technical suggestions and observations
to improve the clarity and accuracy of the draft. We have
incorporated these changes in the report where appropriate. Agency
comments are reprinted in their entirety in appendixes V through VII.
SCOPE AND METHODOLOGY

We designed a data collection instrument to obtain information on all
U.S. assessed and voluntary contributions to international
organizations and programs. We distributed the data collection
instrument to 15 executive departments and agencies.\2 These
departments have the responsibility to fund or have historically
voluntarily funded international organizations and programs.
Next, we used the data collected to develop tables to describe the
agency contributions to the 130 international organizations and
programs. While tabulating the contributions made to the United
Nations, we consolidated a number of small contributions made to
various programs and offices of the United Nations into one total for
the U.N. Secretariat.\3 We did not independently verify the data
submitted in our data collection instrument; however, we did
reconcile the contribution expenditures with published sources and
verified the accuracy of the numbers in our database against the data
submitted to us. We also reviewed our analysis of the data with
agency officials to help further ensure the accuracy of our
computations.
To compute information on assessed contributions, we used the State
Department's annual reports to Congress for U.S. contributions to
international organizations and programs. As agreed with your staff,
we did not collect data on contributions to international financial
institutions or contributions that related to peacekeeping
operations.
All reporting agencies provided expenditure data except USAID, which
provided obligation data, along with the formula it uses to convert
the obligations into estimated amounts expended for the
contributions.
We conducted our review between November 1995 and October 1996 in
accordance with generally accepted government auditing standards.
