LABOR-MANAGEMENT COMMITTEES
IN THE
WAR PRODUCTION DRIVE
WAR PRODUCTION DRIVE HEADQUARTERS WAR PRODUCTION BOARD
Sixteen hundred labor-management war production drive committees, herein listed, embracing some 3 million workers, were established voluntarily in virtually every industry and every State in a 6-month period.
Each committee listed—the first report in such form available— is evidenced by a written record at War Production Drive Headquarters setting forth the formation and composition of the committee and some outline of activity which frequently includes documentary reports of unique actions to achieve the principal purpose of all committees—increased war production.
An additional large group of labor-management committees exist and carry on effective work. They are not included in this listing because as of September 1942 their reports were not at hand in Washington. More committees, both formed and listed, appear daily and are a testimonial to an endeavor without precedent in an era without precedent.
As a widening and strictly voluntary movement, undertaken by workers and management at the invitation of their Government, the War Production Drive encourages individual initiative by its component committees in the light of their superior knowledge of local situations. It is a general pattern with the specific objective of more production of the weapons this country needs to defeat the enemy. Individual labor-management committees take up this task untrammeled by restrictive regulations or mandatory procedures. Some undertake multiple endeavors and others go further in selected fields. They employ techniques and materials offered them by Government and private groups and frequently devise improvements or totally new attacks of thair own on the common objectives. Many records have been attributed by many people to the War Production Drive. Total production at the end of August was up 357 percent since Pearl Harbor but headquarters offers no mathematical appraisal of the Drive’s production score. Whatever figure time study engineers may reach, the value of this drive will always remain the vital cooperation of workers and management in unity.
As committee’s accomplishments multiply, there is an encouraging desire of local and federal agencies to entrust new duties and burdens to the labor-management committees. And from the brief history of the War Production Drive significant trends and records are emerging.
Most of these sixteen hundred labor-management committees are single plants with an average of 1,950 workers, but some large committees represent up to 45,000 workers, while approximately 7 percent have less than 100 workers. There are large multiple plant corporations that have labor-management committees in each plant. Ex-amples are: U. S. Steel Co. with 65; E. I. du Pont de Nemours & Co. with 56; Westinghouse Electric & Manufacturing Co. with 28; Bethlehem Steel Co. with 27; Anaconda Copper Mining Co. with 19; Bemis Brothers Bag Co. with 15; General Electric Co. with 13; and many others.
At first only plants fabricating planes, ships, guns, tanks, iron, and certain component parts, were invited into the drive. As a flexible instrument, with the changing fortunes of War, the drive more recently has been directed into critical raw material fields including the metal ores, lumber, and fuels.
The iron and steel industry with 211 committees represents 455,000

workers. Aircraft and aircraft parts with 84 committees represents 291,000 workers. Ships with 86 committees represent 561,000 workers. Guns and ordnance with 290 committees represent 553,000 workers. Synthetics, comprised of rubber, chemicals, glass, paper, etc., with 100 committees represent 141,000 workers. Nonferrous metals including mining and smelting with 43 committees, represent 54,000 workers. Machinery with 92 communities represents 133,000, and anthracite coal mines with 185 communities represent 80,000 workers. The remainder, machine tools, engines communication equipment, scientific instruments, bituminous coal, and miscellaneous classifications with 509 committees represents approximately 850,000 workers.
The Middle Atlantic region (New York, New Jersey, and Pennsylvania) has the largest number of committees with 690 representing 1,156,000 workers. The anthracite coal mines and most of the bituminous are represented in this region. The five Great Lake States are next with 413 committees representing 754,000 employment. Other committees are located in New England with 132 committees representing 357,000 workers, Pacific Coast States with 131 committees representing 325,000 workers, Western States with 44 committees representing 94,000 workers, Central States with 122 committees rep-senting 201,000 workers, and South Atlantic States with 68 committees representing 230,000 workers.
Labor unions have made tremendous contribution to the War Production Drive. Of the sixteen hundred labor-management committees, there are 770 committees which have a CIO union background, 208 committees which have an AFL union background, and 96 committees which have an independent union background. In many plants there is more than one AFL union. Industries firsi? embraced in the drive, such as iron and steel, electrical products, former motor vehicles, coal mining, etc., are represented largely by CIO unions.
Committees report themselves engaged in all types of morale and informational activities stemming from war situations. In detail, most committees are operating local and plant programs clarifying the workers’ place in our war economy and effort; increasing plant efficiency ; extending material conservation; working on manpower and machine problems, reducing absenteeism, etc. Seventeen percent have subcommittees to handle local transportation problems; 13 percent have subcommittees to collect salvage and waste material; 11 percent have subcommittees engaged in the training and upgrading of workers; and 37 percent are conducting the greatest worker “suggestion box” in history. The above are just a few of the activities of the labor-management committees and this scope is not limited to the above types.
On the following list the name or names of the chairman of the labor-management committees is shown. Where no committee chairman is given, the labor-management committee has either a rotating chairman, a secretary only, no chairman, or one not appointed and reported as yet.
