[Weekly Compilation of Presidential Documents Volume 35, Number 20 (Monday, May 24, 1999)] [Pages 933-934] [Online from the Government Publishing Office, www.gpo.gov] <R04> Memorandum on Assistance for Kosovar Refugees May 18, 1999 Presidential Determination No. 99-23 Memorandum for the Secretary of State Subject: Determination Pursuant to Section 2(c)(1) of the Migration and Refugee Assistance Act of 1962, as Amended Pursuant to section 2(c)(1) of the Migration and Refugee Assistance Act of 1962, as amended, 22 U.S.C. 2601(c)(1), I hereby determine that it is important to the national interest that up to $15 million be made available from the U.S. Emergency Refugee and Migration Assistance Fund to meet urgent [[Page 934]] and unexpected humanitarian requirements associated with the Kosovo crisis. These funds will be used to meet the urgent and unexpected needs of refugees, displaced persons, victims of conflict, and other persons at risk due to the Kosovo crisis. These funds may be used, as appropriate, to provide contributions to governmental, international, and nongovernmental organizations. As necessary, funds will also support requirements associated with the U.S. program to provide refuge in the United States for up to 20,000 Kosovar refugees, and for administrative expenses of the Bureau of Population, Refugees, and Migration. You are authorized and directed to inform the appropriate committees of the Congress of this determination and the use of funds under this authority, and to arrange for the publication of this determination in the Federal Register.
