About Congressionally Mandated Reports

What are Congressionally Mandated Reports?

Congressionally mandated reports are defined as those reports that are required by statute to be submitted by Federal agencies to the Senate, the House of Representatives, or to congressional committees or subcommittees. Agencies must now also submit these reports electronically to the U.S. Government Publishing Office (GPO) after first submitting to Congress, committees, or subcommittees as they do currently.

Not all congressionally mandated reports are required to be submitted to GPO for publication. The congressionally mandated reports in GovInfo are those that are in scope of Public Law 117-263, the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023, sections 7241-7248, cited as the “Access to Congressionally Mandated Reports Act” or ACMRA. What is available?

  • GovInfo contains congressionally mandated reports that are in scope of electronic publishing to GovInfo as defined in Public Law 117-263, the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023, sections 7241-7248, cited as the “Access to Congressionally Mandated Reports Act” or ACMRA. Reports will typically be made available from the date of enactment from December 23, 2022 forward, though agencies may also provide historical reports prior to that date.
  • Reports are available as Adobe Portable Document Format (PDF) files in addition to other formats, as determined by the Federal agencies that submit the reports to GPO. Other supported formats include XML, Excel, and text. Agencies should refer to the Submission Guidelines for additional information.

Searching Congressionally Mandated Reports

You can locate content in the Congressionally Mandated Reports collection by:

  • Using the Basic Search for keyword and metadata fielded searches;

Search by Congress Number and Chamber

These examples will search for reports submitted by agencies that were received by or referred to the House of Representatives from the 118th Congress.

  • Using Basic Search, enter: collection:cmr and congress:118 chamber:house
  • Using Advanced Search
    • Select Congressionally Mandated Reports under Refine by Collection, then under Search In select Congress Number in the first box and select 118 in the second box.
    • Click + Additional Criteria and select Receiving Chamber of Congress then select House of Representatives in the next box.

Search for Keyword by Agency

These examples will search for reports submitted by the Department of Agriculture for the keywords crop insurance.

  • Using Basic Search, enter: crop insurance and agency:(Agriculture Department)
  • Using Advanced Search,
    • Select Congressionally Mandated Reports under Refine by Collection, then under Search In select Agency in the first box and enter Agriculture Department in the second box.
    • Click + Additional Criteria and enter crop insurance in the next box.

Search by Receiving Committee

These examples will search for reports that were received by or referred to the House Committee on Transportation and Infrastructure.

  • Using Advanced Search,

Search by Topic

These examples will search for reports that have been assigned the topic Employee benefits and pensions.

Search by Requirement Number

These examples will search for reports with the Requirement Number of 6298.

Search for Withholding Letter

This example will search for a withholding letter submitted by a committee or subcommittee.

Search by Date Submitted to Congress (Using MODs Descriptive Metadata)

This example will search for a report with a date submitted to Congress on September 5, 2023.

Search by Federal Common Government-wide Accounting Classification (CGAC) Codes (Using MODs Descriptive Metadata)

This example will search for a report with a CGAC code of 012 for the Department of Agriculture.

Table of Reports

The ACMRA requires that a list be maintained in tabular form of reports submitted within the required time and those submitted after the date on which such reports were required to be submitted. This table is available for download in CSV and JSON formats from the Congressionally Mandated Reports Agency browse page at the top of the page using the orange "Download a Table of Congressionally Mandated Reports" button.

  • Select the "Download a Table of Congressionally Mandated Reports" button.
  • Select the desired Congress in which reports were submitted.
  • Click on the desired format to view a separate file, which will be downloaded to your device, that includes information such as: submitting Agency, title of the report, links to the report, the date the report was submitted to GPO, the date the report was required to be submitted to GPO as provided by the Agency, and more.

Additionally, the Table of Reports can be accessed using GovInfo's Link Service feature. The link service can be used to create links to the Table of Reports CSV or JSON file for a given Congress. First, simply locate Congressionally Mandated Reports in the list of collections, click "GET", and then input the required fields to generate the link to the desired Table of Reports.
